As sustainable finance moves from aspiration to necessity, it is reshaping global financial systems, driving capital reallocation, and redefining the future of financial services. In this global shift, Taiwan is emerging as a strategic player, leveraging its strengths in green technology, corporate sustainability, and financial innovation to accelerate the adoption of ESG (Environmental, Social, and Governance) finance and responsible investment. To highlight this transformation, the Taiwan Academy of Banking and Finance (TABF), in collaboration with the Global Financial Centres Index (GFCI) think tank Z/Yen, is hosting a high-level online forum: From Vision to Action: Taiwan’s Sustainable Finance Transformation.
This event will feature expert insights into Taiwan’s evolving sustainable finance policies, financial institutions’ sustainability transition strategies, and the integration of ESG standards into investment evaluation, risk governance, product innovation, and disclosure practices.
We invite senior executives, policymakers, institutional investors, and sustainability experts to join this timely dialogue and explore how Taiwan is positioning itself as a regional hub for green finance innovation—offering new pathways for cross-border collaboration, capital mobilization, and sustainable growth in the low-carbon economy.
Speakers:
Brenda Hu is Director-General in Department of Development and Innovation, Financial Supervisory Commission. The mission of this newly established department is to accelerate the development of Taiwan's financial market based on the existing financial stability, achieving the goal of a financial market that advances both "safety" and "development." With over 25 years at the FSC, Ms. Hu was appointed as the first head of the department and is currently spearheading Taiwan’s FinTech and sustainability agenda, including green and transition finance, fintech development roadmaps, regulatory sandbox, and overall financial market development projects. Before the role, she served in the Securities and Futures Bureau and the Banking Bureau. Her deeds included rolling out the Corporate Governance Blueprint, ESG reporting and futures trust funds. She was also in charge of reviewing and giving advices on fund-raising cases submitted by listed companies for effective registration, following up their financial and operational status, and safeguarding market integrity and shareholder rights.
Dr. Chia Wei Wang is Chief research fellow, Taiwan Academy of Banking and Finance and Adjunct Assistant Professor in the Department of Economics at Fu Jen Catholic University. He specialises in green energy finance, public finance, and regional economics. Dr. Wang has extensive experience in the public and financial sectors, having served as Director of the Overseas Business Institute at TABF and previously as Deputy Director and Associate Research Fellow at TABF’s Financial Research Institute. His career also includes roles as Senior Executive Officer at Taiwan’s Ministry of Finance and Assistant Research Fellow at the Commerce Development Research Institute (CDRI). Dr. Wang has also taught as Adjunct Assistant Professor in the Department of Finance at Ming Chuan University. In addition to his academic and professional roles, he serves on multiple government advisory committees, including those related to sustainable finance certification, renewable energy feed-in tariff rates, offshore wind farm selection, and solar energy financing recognition. Dr. Wang holds a Ph.D. in Economics from the University of Illinois at Chicago, an MA in Law from National Taiwan University, and a BA in Economics from the same institution.
Alice Chuang, is an Executive Vice President (EVP) at Cathay United Bank, one of the largest financial institutions in Taiwan. As a leading figure behind the Bank’s Corporate Sustainability Task Force, she is responsible for coordinating the Bank’s ESG initiatives and reporting, as well as promoting the integration of sustainable finance across product lines and banking operations. During her tenure as President of CUB Cambodia from 2019 to 2023, Ms. Chuang successfully drove sustainable growth and advanced market development. Prior to Cambodia, Ms. Chuang served as an EVP at Cathay United Bank’s Head Office, where she was responsible for supervising the Education Development Department and the Customer Service Department in supporting talent development, enhancing digital training systems, improving frontline service quality, and facilitating customer digital transformation. Before serving as an EVP at the Head Office, Ms. Chuang had already accumulated 22 years of banking experience in both corporate and retail sectors, supervising 35 branches across Taiwan.
Phoebe Li is the Head of the Corporate Finance Department at CTBC. She has been with CTBC for 18 years and is responsible for structuring, arranging, and originating syndicated loan transactions in the Greater China market. Phoebe is also in charge of global specialty products, including project finance, financial advisory, shipping finance, and agency services for CTBC. Phoebe has more than 25 years of experience in the banking industry. She joined Citibank and China Development Industrial Bank prior to taking the position of Head of Syndication in CTBC. In addition to the banking field, Phoebe also gained experience serving as a Board Director and Supervisor for electricity companies, including Sun Ba Power, Hsin Tao Power, and Ever Energy Co., Ltd., while at China Development Industrial Bank. Phoebe holds a Master Degree from City University of New York and Bachelor Degree of Business Administration from National Chengchi University.
